Advocating For Your School District at the Maine Legislature

MSBA Legislative Committee Reports
The Legislative Committee of MSBA meets periodically during each Legislative session to review proposed legislation and to take positions on such legislation on behalf of the MSBA Board of Directors.

Please click on the link below to view the latest report. While a particular position is stated, often there is discussion within the Legislative Committee that helps inform the testimony that will be provided along with the stated position of Support, Oppose or Neither For Nor Against. The stated position does not always tell the full story of the position of the Legislative Committee. Should you want more information regarding the position on a bill, please contact the Chair of the Committee or the Executive Director.
Positions of MSBA Legislative Committee:
Support – at least a majority of the committee present and voting are in favor of the stated action of the LD.
Oppose – at least a majority of the committee present and voting are opposed to the stated action of the LD.
NFNA (Neither For Nor Against) – A strong Support or Oppose either isn’t present, or there are supporting positions on each side of the bill not to vote in favor or opposition. Taking a NFNA position does allow MSBA to provide testimony if it wants to weigh in with information that it feels would inform votes on the legislation. Additionally, on money distribution LDs, the MSBA position has routinely been not to state a position that would pit one region of the state against another.
Monitor – These usually are bills of interest for which the committee doesn’t think it is necessary to offer testimony.
Hold – This position usually notes that the bill is either a Concept Draft or the committee needs more information / language. These LDs get revisited at the next MSBA Legislative Committee meeting.
In addition, sometimes the content of an LD is not well described by the title, and positions voted on by the MSBA Legislative Committee are determined by the content in the bill.
